New package: python3-llvmlite-0.49.0

My main goal is to package numba as a system package for Void. Of course, since it depends on llvmlite, it has to be packaged first. I have working templates for both packages and have successfully used numba on Void. If this one gets approved, I will also contribute my python3-numba template.

As I use numba for work, I would be happy to maintain python3-llvmlite.

This template was created using an iterative "build -> solve issue" approach, so any improvements or suggestions are very welcome!

I had to add a couple of .patch files to solve the CI build issues.

1. On I686, one of the unit tests was failing as it was expecting a vectorised loop, which was not vectorising on i686. I have added a patch to skip this unit test on 32-bit systems.

2. On armv6l-musl, there was a weird extra quotation mark inside LLVM_DEFINITIONS; I have added basic sanitisation to resolve that.
