ettercap: update to 0.8.4.1, adopt.

Updated ettercap to the 0.8.4.1:

• Replaced geoip-devel with libmaxminddb-devel (upstream replaced the legacy GeoIP C API)
• added -DCMAKE_BUILD_TYPE=RelWithDebInfo replacing the "allow-build-type-none.patch" because upstream's CMakeLists.txt rejects the default None build type.
• The second patch (libcurl-8.patch) was for older versions

Testing the changes

• I tested the changes in this PR: briefly
• I tested simple ARP Poisoning on my local network, package works fine on my architecture.

• I built this PR locally for my native architecture, x86_64-glibc
• I built this PR locally for these architectures (if supported. mark crossbuilds):
