Local build testing
This PR updates ddcutil to 3.0.2.
ddcutil now needs libacl1 and libdbus-1 since 2.2.7, see https://github.com/rockowitz/ddcutil/blob/3.0.1-release/CHANGELOG.md#building-1
Version 2.2.7 and up fixed several bugs related to powerdevil on KDE, so this is a good update for those users.
Especially interesting is version 3.0.2 as it fixes a long standing issue with VR when using a Valve Index, see https://fixvr.miguvt.com/ and rockowitz/ddcutil#632
