File() accepts an iterable for fileBits, but the DOM declaration currently requires an array. The following code is accepted by the browser but is rejected as not assignable to BlobPart[] by TypeScript 5.4.2, 6.0.3, and the current native build:

// Expected: With --lib es2022,dom, File accepts an iterable of BlobPart.
// Actual: TypeScript rejects the generator because File.fileBits is BlobPart[].
new File((function* () {
  yield "a";
})(), "name");

The File API and MDN describe fileBits as an iterable. FileConstructor should accept Iterable<BlobPart> rather than only BlobPart[].
