Move to Java 25 #2231

The matrix language is 'java-kotlin', but the setup-java step checked for 'java', so the JDK was never installed for the Java analysis. Assisted-by: Anthropic Claude Code (claude-opus-5-5[1m])
Align the build, CodeQL and license check workflows with the Jenkins build, which already runs on JDK 25. Bundles keep requiring JavaSE-21. Assisted-by: Anthropic Claude Code (claude-opus-5-5[1m])
